I wish to comment on this issue. If music piracy is discussed, I don't think it would solve the problem if downloaders are the only one taken action by the government. I believe downloaders are victims than criminals. If this is going to be taken action, I think it should be the 'uploaders' who are to be taken action. I think the uploaders are the ones who should be prosecuted for illegally distributing such content. I think uploading digital media files to the Internet is a form of distribution since almost every user can open it at the same time. If the recording companies, I believe, don't want their content to be downloadable, then it should not be uploadable as well. In general, the uploaders should bear most of the responsibility, although the downloaders may also be held responsible if found so.
