Set in an Irish neighborhood in Providence, the series reflects around two brothers on opposite sides of the law: one a gangster (Jason Isaacs) and the other a politician (Jason Clarke).

Fresh from jail, Moe Riley is ordered by Freddie Cork to kill Michael by the end of the big Irish wedding. When Tommy discovers this, Freddie threatens to expose Tommy's corruption if he warns Michael. Tommy begs Michael to leave but won't say why. Michael refuses. Declan realizes his boss has told Marty Trio to get Tommy on tape saying something incriminating. Declan warns Tommy, but feels so guilty that he gets rip-roaring drunk. Eileen has a wonderful time at the wedding, drinking, smoking pot, flirting, but a chance encounter changes her perspective on everything. Finally, in a drunken rage, Declan confronts Michael when he catches Michael slipping a bribe to his partner Ralph.

Jason Clarke plays Tommy Caffee, an ambitious local politician navigating the treacherous worlds of Rhode Island politics and organized crime. His determined plans to provide the best for his family, as well as for his decaying blue-collar neighborhood, become more complicated when his gangster brother Michael returns home after a seven-year exile.

Jason Isaacs portrays Michael Caffee, Tommy’s hard-edged older brother, who returns to his Providence neighborhood to reconcile with his estranged family and reclaim his title as underworld kingpin of Providence.
Eileen Caffee

Annabeth Gish stars as Tommy Caffee’s long-suffering wife Eileen, who behind her ready-made façade as a proper politician’s wife, lives a life of silent desperation, finding solace in drugs, alcohol and extramarital affairs. Her life is thrown into further turmoil with the return of her brother-in-law Michael, as she is forced to confront all her preconceived ideals of family, loyalty and betrayal.
Rose Caffee
Played by Fionnula Flanagan
Fionnula Flanagan plays the Caffee family matriarch Rose, whose fierce devotion to her family and neighborhood has transcended to her two boys, Tommy and Michael, each proclaiming to be “The Hill’s” protector. A born survivor, Rose’s manipulative nature and duplicitous actions serve her well in the ultimate goal of furthering her two sons’ conflicting ambitions.
Declan Giggs
Played by Ethan Embry
Ethan Embry plays Providence police officer Declan Giggs, a life-long Caffee family friend who finds himself in a moral quandary upon the return of Michael Caffee. Declan’s professional obligations to the law are in constant battle with his neighborhood loyalties, forcing him to make agonizing decisions of right and wrong.
Freddie Cork
Played by Kevin Chapman
Kevin Chapman portrays “The Hill’s” ruthless crime boss Freddie Cork. None too happy at the return of Michael Caffee, Freddie seeks to control both Tommy and Michael for his own diabolical ends – blackmailing Tommy for political favors and lucrative government contracts while using Michael’s criminal acumen to further his crooked control of the neighborhood.
