Its a complex problem with solutions which are half measures at best when looked at from the local level you can see a set of solutions most of which will be rejected by the government. The government plans have parts that will be rejected by the locals and/or local and international conservation agency's. I look at many environmental problems in places like Europe or the Americas and see the same thing. Nature is not a theme park, and just because have an animal on your flag or they play a central role in religion or myths of your country does not mean you really care enough to do the things needed to save it.
