Law enforcement sources have told TMZ.com that the LAPD will submit the Orlando Bloom car crash case to the L.A. County D.A.'s office, and the D.A. will then decide whether to file felony hit and run charges against the actor.
Bloom crashed a car into a parked Porsche just after 2:00 AM Friday. He walked away from the crash, leaving two passengers inside the car, one injured with a fractured neck.
Paparazzi website and agency X17 shot video of Bloom walking from the scene.
Several snappers then told Bloom he'd be in big trouble if he kept walking, and Bloom turned back and asked if someone would call an ambulance -- suggesting he did not call 911 before leaving the scene.
Bloom claims a paparazzi-driven SUV caused the crash. Police are investigating. They are interviewing photogs at the scene.
Police tell TMZ there are surveillance tapes of the incident which they are also reviewing.
A cop connected with the case tells TMZ the case will be submitted to the D.A. "in a week or so."

WHAT ? !!!!!!!
Ook... So now, LAPD think they need to take this case to the DA....
So, how do LAPD consider the brief walk away Orlando did is a crime, again? I don't know.. I just don't get it. Do they actually dismiss the fact that Orlando was probably in shocked after the incident? (like any of us won't be shocked after a car crash ourselves, plus Orlando -seemed- to be in the driver seat -- the shock could had been worse) or Do they just dismiss the fact that he actually came back and went along to the hospital?
Plus.. when they issued if Orlando made a call for 911 before leaving, is that even relevant? I mean, again, he was in shocked - like anyone would or could, if he/she is the same situation - so do we actually believe that anyone in Orlando's situation could even make the call..or even ask someone to call for it?

Dear Orlando,
Feel the pain you are running so hard from. Be your buddha self and get off the illusion that it's ok. to self-destruct. You are here for a big reason. Don't blow your higher purpose by self-indulgent distractions, fear, and lack of courage to face the pain of loss in your life. Your compass to guide your life is inside you. Have courage. know without a doubt, that you are loved in the deepest sense possible. It doe not neccessarily mean it is time for you to be physically with another(s). Stop acting desparate and attention seeking. This accident is a huge wake up call.Life will always give us immediate feedback.Repect Life and yourself, it will let you know whether you are on the right path for your individual spirit. Remember , illusions, avoidance of facing the truth about ourselves and avoiding feeling limitations, failures, mistakes and loss create more pain, more loss, more illusion until we learn the lesson. Learn your lessons. Now. Be well. You can do it.
With deepest respect, honor, appreciation and love for your highest good,
J
