WASHINGTON- Throwing his hat into the presidential 2008 bid ring, wildly popular former New York City mayor Rudy Giuliani, a moderate Republican, has taken the first step in a presidential bid, Republican officials said Monday.

The former mayor is best known for his management of New York under siege after the Sept. 11 terrorist attacks, and has filed papers to create the Rudy Giuliani Presidential Exploratory Committee, Inc., creating a vehicle and panel to raise money for a White House run, and travel the country.Giuliani was widely praised for his leadership skills, and ability to communicate in ways that appealed on a national level during the attacks of Sept. 11, 2001. The former mayor is an old school republican moderate, like new republicans Schwarzenegger, Romney and Hagel, who supports gun control and abortion rights, stands that put them all at loggerheads with the majority of GOP conservative base.Giuliani charisma and bookings remains strong; he headlined fundraisers for Republican candidates nationwide and his travel has done little to deny 2008 ambitions. The Washington Post reports that "Giuliani enjoys strong name recognition and roughly the same level of support as Secretary of State Condoleezza Rice and Arizona Sen. John McCain. Rice has insisted that she will not run; McCain is likely to file his papers creating an exploratory committee shortly."Giuliani was in his final days as New York City mayor when two plains crashed into the World Trade Center's towers and changed the entire world's course of business, he instantly became a national hero. Sleeves rolled up, tears in his eyes, he was on site first and walked with fellow citizen New Yorkers stunned at what occured, his was a voice of calm and resolve through the chaos replayed repeatedly on television.Giuliani was Time magazine's Person of the Year for 2001, he was the first Republican to lead New York in decades, and cut crime and redeveloped rundown parts of the city.
