The Po' Folks don't have the polish Osama is looking for. You have to pass a test on etiquette to become a real member of Al Qaeda. He likes for his agents to be smart, too. If you check, you'll discover that the CIA has a lot of the same criteria. A poor guy might have a lot of smarts, but the social skills he needs are often lacking.
