That's bullshit at a high level.

The US-kleptocracy plans another attack prior to the November election, so they can declare a national emergency to implement The National Security Presidential Directive 51 (NSPD 51); google this, and you will be surprised.

in two years, Congress will be gone and then, good night America.

The new rule will make it easier for border officials to check the fingerprints against a government database of terrorist suspects.

Yeah, right. I'm sure that they have fingerprints from suspected terrorists. What a load of crap. There go the tax dollars to pay for the computers to store this crap. And the wages for the programmers, teckies and janitors. Then there's the buildings and all the infrastructure. How many millions of people visit the US each year? All this will do is slow down the already ludicrous process of getting out of the airport. This is just going to jam up any computer system. Get your hands inked, have the prints scanned into a computer, send the prints for comparison. Get a reply, IF the Microsoft programme doesn't freeze or crash the computer. That is IF the idiot of a security agent can pull his finger out of his nose to push the 'enter' key. If he has the brainpower to find the 'enter' key. Yup, this will sure make a lot of people happy and catch not one terrorist. What frikking idiot dreamed this one up. What is the real reason for this, I wonder.

Has anyone worked out what happens when the database is hacked (or data lost, as in the UK) and the files are compromised ? Not like issuing a new pin number - everybody will have to get new fingerprints !!!!

And how much security is there when baggage is loaded onto planes?? From all that I've read, it isn't much! But they will continue to thoroughly check kids and handicapped, old people to the hilt!
