Now he's touting the upcoming Mideast peace conference, which Dr. Rice has already diminished expectations for. Of course, Dr. Rice has now taken about her 4th different position on Annapolis, since the President is forcing her to do it.

Bush no longer has influence or respect in the Mideast, and everyone simply wishes that the 2008 elections were happening sooner. If Disney ever remakes the Seven Dwarves, Bush has a standing offer to portray Dopey. He won't even have to rehearse. I'm sure the GOP candidates won't be asking for him to campaign for them.

'The Reuters/Zogby Index,'' which measures the mood of the country, also fell from 98.8 to 96 -- the second consecutive month in which it has dropped. The number of Americans who believe the country is on the wrong track jumped four points to 66 percent.

'There is a real question among Americans now about how relevant this government is to them,' pollster John Zogby said. 'They tell us they want action on health care, education, the war and immigration, but they don't believe they are going to get it.'

Note that Bush is activiting 8 Guard units for duty in Iraq and Afghanistan.

WASHINGTON (AP) - The Pentagon is preparing to alert eight National Guard units that they should be ready to go to Iraq or Afghanistan beginning late next summer, The Associated Press learned Wednesday.

The U.S. military is reaching out to more Guard units in an effort to maintain needed troop levels, ease some of the strain on the active duty Army and provide security for ports, convoys and other installations.

According to defense officials, seven of the units would deploy to Iraq and one to Afghanistan. The officials spoke on condition of anonymity because the orders had not yet been signed and the announcement is not expected until the end of this week.

President Bush – sagging in the opinion polls, but facing a Congress with even lower standing among the public – called on congressional leaders today to pass a long list of stalled legislation on the eve of his expected victory in a bid to override his veto of healthcare spending for children.

The president took a forceful stance at the podium of the press briefing room in the West Wing today, fending off questions about his own inability to find a “common ground’’ with legislative leaders on an array of questions – and also facing a question about his own possible irrelevancy.

'Quite the contrary,'' Bush said. 'I've never felt more engaged and more capable of helping people recognize...that there's a lot of unfinished business. And I'm really looking forward to the next 15 months. I'm looking forward to getting some things done for the American people. And if it doesn't get done, I'm looking forward to reminding people as to why it's not getting done.''

WASHINGTON, Oct. 17 — A year after he pledged to find “common ground” with the Democrats who now control Congress, President Bush on Wednesday delivered a scathing assessment of their performance, accusing lawmakers of dragging their feet on legislation ranging from trade deals and domestic surveillance to federal spending and children’s health.

“We’re now more than halfway through October, and the new leaders in Congress have had more than nine months to get things done for the American people,” Mr. Bush said in his opening remarks at a White House news conference. “Unfortunately, they haven’t managed to pass many important bills. Now the clock is winding down, and in some key areas Congress is just getting started.”

The news conference was timed to coincide with a showdown between Mr. Bush and Congressional Democrats over federal spending and a children’s health measure he has vetoed. At one point, the president complained bitterly that Democrats had failed to negotiate with him over the health bill, a different version of which had been advanced by the administration in its budget.

“We weren’t dialed in,” he said, adding that he was using his veto pen because “that’s one way to ensure that I am relevant.”

Bush has lost the diplomatic lead to Putin.

(While Bush is complaining and threatening, trying to continue to evoke fear in the American people to keep them dependent, Putin is in there negotiating with someone Bush would not even hold a conversation with. The 'real' leadership of Iran is not looking for a war, when they can cause all kinds of mischief through their activities and deals with Russia. Note the link photo showing Putin negotiating with the Supreme Leader, not the Iranian President. Putin has effectively linked Russia to Iran, and all that's missing is a mutual defense pact. China's need for oil, and deals with Iran, gives Iran real support on the Security Council. Putin is even getting involved with Israel.)

TEHRAN, Oct. 17 — Russia’s president, Vladimir V. Putin, proposed a new way to help resolve the standoff over Iran’s nuclear program during an extraordinary meeting with Iran’s supreme leader, Ayatollah Ali Khamenei, said the country’s chief nuclear negotiator on Wednesday.

The negotiator, Ali Larijani, told reporters that Mr. Putin, who was granted an audience with Ayatollah Khamenei on Tuesday evening, “offered a special proposal.” Neither the Iranians nor the Russians would disclose any details, but Mr. Larijani said the Iranian side was studying it.

“One of the issues he brought up was his view on the nuclear issue,” Mr. Larijani said, according to the ISNA news agency. “We are reviewing it now.”

State-run television and news agencies quoted Ayatollah Khamenei as telling Mr. Putin, “We will think about what you said and about your proposal,” even as he added that Iran was “determined to provide our country’s need for nuclear energy.”

Mr. Putin’s visit highlighted the fact that Russia seems to be increasingly distancing itself from the United States and the Europeans on a strategy to curb Iran’s nuclear program. While those nations have sought to impose new Security Council sanctions on Iran, the governments of Russia and China have resisted, arguing that more time is needed.

Earlier, Moscow proposed to enrich uranium in Russia for use in Iranian reactors, assuring that Iran would not produce the highly enriched uranium needed for nuclear weapons. Tehran rejected the idea as an impingement on its sovereignty.

During his visit, which included a meeting with President Mahmoud Ahmadinejad, Mr. Putin also warned the West against a military attack on Iran, stressing that Tehran had a right to peaceful nuclear energy. He also said that the Russian-built nuclear power plant at Bushehr, in southern Iran, where construction has been slowed by a dispute over payments, would be finished as scheduled.
