Isn't the real problem that these young women were able to gain entry to the country at all? Many have little education or skills or command of English and so are unable to function as viable participants. Thus leaving them vulnerable to exploitation. Survival is all!
The unpalatable thought occurs that where it counts and something effective could be done nobody actually cares enough. Prevention is easier than cure. Once the girls are here it's largely too late.

If prostitution was ligalised then there would be no 14 year old girls forced into prostitution, as prostitution could be regulated by the government and therfore all sex workers would be over 18, devoid of AIDS and working of there own free will. However, as with the prohibition of drugs, common sense is overruled by morality.
