For 'tracking criminals' read tracking law abiding people.

For holding information from 'millions of suspects' read millions of ordinary people who should not have information held on them at all as this is an infringement on their freedom, privacy and human rights.

The New World Order gets ever closer with its Big Brother One-World Government and us ordinary folks reduced to enslavement or serfdom status.
