'I don't have that blue card with me,' Sanford told the polling manager before being chastised by wife.
'I asked you if you had it this morning,' Jenny Sanford said.
When Sanford offered a driver's licence instead, the polling manager told him to come back later.
A number of states have instituted new identification requirements, computerized voter lists and registration rules in an attempt to shore up a voter system some have consider easily manipulable.
'We had the number (of the voter ID card), we could read it over the phone. But as a credit to the poll worker, she said 'that ain't enough,' Warner remarked after the incident.
Warner returned to the Sullivans Island Elementary School polling station 90 minutes later - with the proper ID.
The incumbent Republican governor is expected to win re-election over Democratic challenger Tommy Moore.
