Bush's appeal Thursday was part of the buildup to fifth- anniversary commemorations of the al-Qaeda terrorist strikes against New York and Washington, in which nearly 3,000 people died.
The first plane, American Airlines 11, crashed into the north tower of the World Trade Center at 8:46 am. Bush urged Americans to begin a moment of silence at that time to honour 'the innocent Americans and people from around the world' who died in the attacks.
He called on government offices around the country as well as ordinary Americans to fly the national flag Monday at half-staff.
Two other planes hijacked by terrorists on September 11, 2001 struck the World Trade Center's south tower and the US Defence Department outside Washington. A fourth, apparently headed for the US capital, crashed in rural Pennsylvania after a passenger revolt.
On Sunday and Monday, Bush plans to attend memorial events at all three sites involved in the deadliest-ever terrorist attack on US soil.
