DeLay, a long-time bastion of the conservative wing of President George W Bush's centre-right Republican Party, quit in January as leader of the Republican majority in the House of Representatives. A state indictment in Texas over campaign fundraising and his links to disgraced lobbyist Jack Abramoff had forced DeLay to step aside after more than 10 years leading the House Republicans.
He easily won the Republican nomination for his Texas district last month despite competition, but was increasingly considered unlikely to win the general election in November against a challenger from the Democratic Party, the centre-left opposition party.
Two of DeLay's close aides have already pleaded guilty to criminal charged in connection with the Abramoff investigation.
DeLay was nicknamed The Hammer on Capitol Hill for his blunt style and tough tactics with foes and allies alike. His power within the Republican caucus in Congress was based on his ability to raise money for the campaigns of political allies.
After nearly 22 years in Congress, DeLay is expected to resign from his House seat before the end of his 11th two-year term.
