Its not strange, its just an idea to keep the city clean since there are many charts pulled by donkeys in many places in that city, especially downtown, its important to put (kind of plastic bag) behind the donkey to hold the waste produced while waking or pulling the chart, moreover, its very hard to collect that kind of animals` waste (shit) unless it gets dry but till then it will stink and spoil the beauty of the streets,
It has been ordered in Luxor and Aswan more than 10 years ago.
