Egyptian police kill illegal migrant on Israeli-Egyptian border

Why on earth are Egyptian police shootin these migrants? Is it a death penalty offense in Egypt to try to find work to live? Why don't they let the Isrealis deal with them since that is where the migrants are headed. I can see if Israel shoot at them under the excuse that they may be terrorists, but why Egypt has to kill these people is completely baffling to me. Maybe they see them as less than human?
