al-Maliki has talked this up incessantly, and ended up having his troops tied up in Basra, and then Sadr City.
The pre-announcements are giving al Qaeda plenty of time to relocate, as usual, so all that remains is to see how the Iraqi troops trip over their own boots.
There will be some fanatics left behind to act as suicide bombers and to plant mines, and to be as much of a nuisance as usual.
Like our own earlier pushes in Fallujah and elsewhere, if insufficient forces are left behind to maintain the gains, the situation will again deteriorate.
