They don't care about US citizens -they just intend to foster
more instability in other places like Syria, Lebanon, and Gulf States

Several countries in the 1990's, the U.S. included, refused to take bin Laden when he was offered. The problem was that holding him was seen as turning the nation where he was housed into a potential terrorist target, and endangered the lives of Americans living overseas.

With U.S. forces in Iraq currently drawing down, no one wants to motivate suicide bombers bent on getting the guy out. The U.S. might have him; but won't admit it.

This is not like WW II, where capturing an officer demoralizes the enemy. The only 'win' is in taking territory than the enemy controls, and right now that's the Iraqi Army's job.
