This was one of the few moments where the Sunni-Shia division did not matter, and the 'Iraqi people' were celebrating the victory of the national soccer team. al-Maliki should have immediately seized the moment to identify al Qaeda as the problem, and both Shia and Sunni paying the price for a continued al Q presence. There was nothing sectarian about the celebration, but with Iraq as divided as it is geographically, it takes on the appearance of being somehow sectarian.
From Bush's perspective, it was a classic case to make the very same point - the presence of al Qaeda injures EVERYONE in Iraq, regardless of sect or religion.
This would have been the moment for al-Maliki to have rounded up some of their Congressional leaders, representing all parties (Sunni, Shia, Kurd) to make a joint statement condemning al Qaeda. Bush made the same error in 2001, failing to motivate the United Nations membership to take a stand against TERRORISM, whatever the source of it.
