Why should anyone go abroad to study in the first place ? Hardly anyone from USA, UK, Germany, Japan, Korea, Russia, etc....go abroad in droves to study. Its only those from countries with 3rd rated educational systems that go abroad to study as their own degrees are not worth the paper it is printed on !
In India, a person from one state cannot get admission in the next state government colleges and universities without proving they are a native of that state. So how can one expect a totally different country to give equal opportunity for foreigners ?
