ETA vows to continue killing until Basques reach independence

Madrid - The militant Basque separatist group ETA intends to continue its violent campaign until the Basque region gains independence, Spanish national television TVE on Wednesday quoted an internal ETA document as saying. The document was a 'road map' approved by ETA during three years of contacts between its members. The document shows the vast majority of ETA members as following a hard line that was imposed on those critical of the group's violent strategy. The document describes Basque independence as a goal that cannot be renounced, and drafts plans for a National Popular Alliance of separatist groups to push for independence. ETA does, however, raise the possibility of six-month ceasefires, which would be limited to the Basque region. ETA has killed more than 820 people in its campaign of four decades for a Basque state of more than 2 million residents carved out of northern Spain and southern France. The group has, however, been seriously weakened by police crackdowns and its declining support. In its most recent fatal attack, ETA killed Basque police officer Eduardo Puelles with a bomb last week. Spanish governments' attempts to negotiate with ETA have collapsed over the group's insistence on discussing independence.
