I live here and now I smell ... no water for 3 days
Ozone bubbled through water can remove excess coordination. It seems like it would have been cheaper to arrange a Ozone treatment of the water to remove the offensive odour than to scrap the entire load. This could have been engineered to prove a 2 hour treatment in temporary tanks prior to entering the culinary system.
Th error lies in expecting potable water out of tanker shipments. Loss of chlorination at sea, alone, makes this impractical. Bulk shipped water is feedstock, suitable for irrigation or manufacturing, and finishing for drinking supply. This shipment could have been offloaded into the intakes of the water treatment plant normally finishing the city water for home use, rather than super-chlorinating it at sea. See
