This is a bit confusing since eBay already has a Thai version at ebay.co.th. Perhaps it's not getting enough traction. Sanook.com gets loads of traffic, mostly Thai youngsters with all the picture post forums and gossip about celebrities and music. So it might make sense to boost the Thai ebay buyer population.
