China is the provocative one, making claims to another country's territory and relentlessly warring against the nation of Taiwan's international space.

Taiwan and China did not split in 1949 at the end of a civil war. Taiwan was not involved in any civil war in China. It was not part of China. It was part of Japan in 1949, an as of yet undetermined territory of Japan occupied by Allied Powers after World War II. It was not until 1951 that Japan in the San Francisco Peace Treaty gave up its claim to Taiwan. It did not transfer the territory to China. China has no right or legitimate claim to Taiwan as they have never once had jurisdiction over Taiwan. Part of Taiwan was under the Dutch, the Spanish, an independent Kingdom of Koxinga, part of the non-Chinese Manchu empire which gave up its claim in perpetuity to Japan in 1895. Other parts of Taiwan had remained independent until finally conquered by the Japanese in the early 1900s.
