The 'rescue and relief' phase for the cyclone victims is over, because the disaster victims are ALL dead, or almost dead.

The 'rescue and relief' phase is over because the cyclone victims are ALL dead or almost dead, after such a long delay in relief operations.

If it is consider over, the 'free' can cease to render any further assistance, whatsoever, to Burma. It will be wasting the financial resources, and only the junta will be the beneficiary.
