The solution was put in place by the previous federal government who launched an intervention into aboriginal settlements. These settlements were established during the 1960s and 70s, based on the notion that indigenous people would do better if they \'returned to the land\'. This policy has been a curse and not a blessing. Most of these settlements have no industry; they survive on welfare handouts. Alcoholism and sexual abuse have become a way of life for generations there.
