There was no 1992 Concensus. That was a fabrication of someone now appointed to Ma's cabinet. The President of Taiwan in 1992, Lee Teng-Hui has already explicitly said that there was no such thing at the time. Foreign policy can never effectively be done if based on a lie.
Correction of lie number 2 in the article: Taiwan and China did not split in 1949 at the end of a civil war. Taiwan was not involved in any civil war in China. It was not part of China. It was part of Japan in 1949, an as of yet undetermined territory of Japan occupied by Allied Powers after World War II. It was not until 1951 that Japan in the San Francisco Peace Treaty gave up its claim to Taiwan. It did not transfer the territory to China. China has no right or legitimate claim to Taiwan as they have never once had jurisdiction over Taiwan. Part of Taiwan was under the Dutch, the Spanish, an independent Kingdom of Koxinga, part of the non-Chinese Manchu empire which gave up its claim in perpetuity to Japan in 1895. Other parts of Taiwan had remained independent until finally conquered by the Japanese in the early 1900s.

So-called united states has NOTHING to do with this. It is between brothers and sisters, compatriots, that will bring a positive and happy solution to this problem.
No matter what any bai gui will say what they have to say is of NO significance.
CHINESE people across the Straights will first establish a permanent PEACE and than establish the 3 links.
This is not only the will of 1.32 billion in the mainland and of 23 million on the island, but the common will of 1.4 billion CHINESE worldwide!
I strongly believe that both sides have enough wisdom to make it happen and soon.
