Drug problem is their own internal problem. When their is too much demand from within, their will always come supply routes. The way people are educated (or lack there off) in the US and the way they are raised (or not) accounts for a lot of the misdeeds in American society. Peer pressure, violent movies and video games, and lack of positive role models is leading to a breakdown in American society. One only has to observe American society from a far and it will become painfully obvious how greed and corruption and fraud and outright thievery have become common place in the highest levels of American society. From within their federal government to their corporate CEOs. It is but no wonder than that 'they' exhibit the same regrettable (mis)behavior when 'they' visit other countries. It is in 'their' own best interest to change this self-destructive behavior because it will otherwise be their own downfall. One can already see the signs of it by looking at their stock market and recently at their real estate market. The key word here is: G_R_E_E_D.
