Corrections Canada is about more than just punishing people for crimes by hurting them or locking them away. It is also about making restitution for victims, punishment if it serves as a deterrant and making sure offenders don't reoffend once they're released. Crime is often a function of poverty. If you can train someone in a trade, deal with substance abuse issues, get an education and find work, then often times that is enough for you to get another tax-paying citizen rather than someone who is incarcerated and consuming tax dollars.
There are smart people working on better ways to set things right once a crime has occurred; Canadians are leading the way in this new field.
