Captured pirates should be hung or crucified and disemboweled in the vicinity of their home base on land in a location where their remains will be found and observed by their peers.

If they then escalate he situation by harming hostages, their communities, which are fully in cahoots with the pirate groups, should be demolished by large scale bombardment and the rubble incinerated by napalm or other incendiery agent.

It only takes one for all to get the message.
