The other African heads of state will always refuse to condemn or take any action against Mugabe because many of them are just as corrupt and crooked as he is. They fear that ir will be their turn next.
The sooner that nations outside Africa stop giving aid to prop up these regimes the better, The citizens will eventually revolt and there might be a change for the better.
