According to Variety, playwright Keith Bunin ("In Treatment") wrote the screenplay.
The story revolves around Ig Perrish, a 26-year-old who awakens from a black-out hangover to find horns growing from his head. As his horns increase in size, Ig investigates the unsolved murder of his girlfriend and how it connects to his current plight.
Shia LaBeouf had been attached to the project but is no longer involved.
Peter Guber and Cathy Schulman will produce for Mandalay.
Hill, the son of Stephen King, will executive produce.
Aja's credits include "Piranha 3D" and the 2006 remake of "The Hills Have Eyes."
