The film centers on an ex-cop (Wahlberg) who is hired by the mayor (Crowe) to investigate whether his wife is having an affair. When the affair is confirmed and the wife's lover turns up dead, a larger scandal is uncovered.
Production begins in November.
Crowe was last seen in "The Next Three Days" and "Robin Hood."
He recently signed on to play Superman's Kryptonian father Jor-El in "Man of Steel."
