Capt'n Jack is the star of the Pirates movies and he (Johnny Depp) is the only character that has to return to make the movie successful. There would be no need for Kiera to come back to the Pirates movie since her and Orlando's part was completed in Pirates 3. She and Will married and had the little boy and Will returns to land every 10 years.
