This article seems a really short attempt to outline current status of Turkish Cinema. Anyway, I would like to comment on some points in it.
Bilge Ceylan is a director with great cinematography that can take him to a place in the art of cinema as high as Cannes top 20, even when his films lack a traceable story or acting (i.e. Climates). But the 'tactic' you mentioned is not attributable to Ceylan as he never run after box office success and never hinted such an inclination in his public personality and professional career. Furthermore, folk singer Yavuz Bingöl has no such following in Turkey to lure crowds into cinemas, but has an expressive face in which, any director would be interested.
I expect Bilge Ceylan to be a great director, if he makes up shortcomings in story-telling and acting in his films, hopefully in this last film which is yet to be seen.
On the industrial base of Turkish Cinema: Turkish TV serials industry provides a sufficent base for the movie making business.
Lastly, Turkish Cinema needs a wider audience base with some basic cultural and financial requisites to go beyond where it is now.
