Based on the notorious Boston mobster Whitey Bulger, who was the leader of the Winter Hill Gang, and was caught in Santa Monica in 2011 after having been on the run for 16 years. He currently faces charges that include 19 murders from the 1970s and 1980s as well as federal racketeering.
