Tom Peters has just moved to the small town of Jefferton, best known for its strip malls, buffet restaurants and run-down parks. Seeking to make a name for himself, Tom begins setting up meetings with the eccentric mayor of the town. Together, they develop a number of pointless ideas that never seem to go anywhere. Sometimes they seem to make things worse.

What is missed in the review is the outrageous abilities of actor Michael Q. Schmidt providing the ludricous body and antics to the Joy Peters character. A recurring memmber of the TGTTM cast, Michael lent his robust body to the series as Joy Peters (28 episodes altogether), as Joy's computer sex partner (season 1, episode 7 'Vehicular Manslaughter), and as Tom Peters 'bulked out' on steroids (season 2, episssode 5 'Wrestling'). The delightful show has the cast and guset stars act out all actions while being photographed, and then translates the photos into a bizzare anaimation, as was described in season 1, episode 14: 'Tom Goes to the Mayor: Behind the Scenes'. Without Michael's energy and unabashed nature, Joy Peters would not be the 'woman' we have all grown to love or hate.
